Commuter parking is being built in place of an old recycling center.

During its meeting tonight at 7 p.m., the Manteca City Council is expected to approve the acquisition of 046 acres at 346 and 372 Moffat Boulevard, the former Manteca Recycling Center site. $350000 was the price agreed upon.

 

In addition to getting the gas tax hike passed, State Senate Bill 1 also included $400 million to extend Altamont Corridor Express service south to Ceres.

Ripon, Modesto, and the downtown Manteca Transit Center are all included in the extension.

A northbound ACE train from Ceres to Natomas north of downtown Sacramento will initially be added for the morning commute, along with an existing ACE train from Stockton to San Jose.

 

On the eastern edge of the SHARP Depot site, close to Mantecas city limits, a new North Lathrop station will serve as a transfer station. A passenger catching a train in Ceres, Modesto, Ripon or downtown Manteca could switch to trains that go to San Jose or to Sacramento from here. Valley Link, which connects BART service with ACE service, with stops along the way at River Islands, Tracy, and Livermore, will be built here. It is possible that Valley Link will be completed by 2028.

 

ACE service will be available starting in 2023 in downtown Manteca, which will enable you to travel to downtown San Jose or downtown Sacramento and beyond to the Natomas employment area. A plan is also in the works to extend service to Merced later this decade in order to connect with California High Speed Rail.

 

ACE projections of 1500 passengers boarding each day at the Manteca Transit Center suggest upwards of 1000 spaces will be needed when service starts near the center on downtown Manteca. A little more than 100 parking spaces are available at the transit station. ACE service is not expected to start until the city has finalized the number of parking spaces it intends to provide.

 

Some land along Moffat Boulevard could already be used for parking by the city.

Besides the two-story house on the southern end of the parking lot, there are other parcels. There has been no indication that the city intends to develop the property.

 

The city has not made clear whether it is planning to make the parking lot continuous. It is likely that parking lots will be built along Moffat between the Veterans Center and transit station, with the exception of the city's arsenic treatment plant linked to multiple wells in the central district.

 

It is likely that the passenger platform would be somewhere near where the former recycling center was or farthest south in order to prevent stopped trains from blocking Main Street during boarding and disembarking, as ACE has promised.

The parking lot expansion project has been granted $28 million.

Because commuters will leave their cars parked for at least 10 hours, two things must be addressed:

 

*Adequate parking spaces are required by the city.

A parking restriction program must be implemented in a residential area west of the Manteca High campus, as well as in municipal parking lots nearby.

There may be a need to set parking limits for residents as well as to implement sticker systems.

In order for either to work, the police department would need to enforce the time limits.

Likewise, the city must decide whether on-street parking along Moffat near the parking lots is wise or at least control where it occurs.

In previous safety discussions involving Manteca High, public works and the police expressed concern about Moffat's tendency to encourage higher speeds. In addition, truck parking along Moffat Boulevard is not restricted by the city.
